Help with passkeys

When logging in to websites, I'm often "asked" by Windows Security to use a passkey:

Choose a passkey

iPhone, iPad, or Android device

Security key

Cancel

I usually just hit CANCEL and log in with my password. I don't particularly want to have to pick up my telephone to log in with a passkey every time. How do I create and save a passkey to my PC?

    tried to go to Microsoft.com/account to create a passkey. Got: We couldn't create your passkey

    A passkey already exists on the device you're trying to save to. How do I remedy this? Windows doesn't appear to be USING the passkey already present.
