Why do access packages with a manager + fallback approver send notifications to the fallback approver?

My company has a number of access packages configured to have the request go to the user's manager for approver, with a fallback approver set to a stakeholder for the requested resource. When the request is processed, it sends an email to both the manager and the fallback stakeholder stating there is a request to review.

However, only the manager actually has the request in their My Acccess pending requests list. The fallback stakeholder just sees an empty approval queue. I want to understand if this is intentional, a bug, or a way that we have it configured. My belief is that the notifications instructing the fallback stakeholder to approve a package should only be sent when it is available for them to do so. Otherwise it's a distraction to be given a task to approve the request, log in, and then find the approval steps are not there. This leads to uncertainty if the requestor has what they need or not or if the task will come later, and over time leads to it being ignored.

    Afaik for the configuration you are showing above, it should trigger only when the user in question does not have a manager assigned. Looks like a bug to me.
