So how can I make it easier to read the titles in an inactive window? I need more sharp contrast between the background color and the text color. Something like yellow on blue would be nice.

If you can also tell me how to make the scrollbar thumb stand out more by changing its color, I'd appreciate it, but nobody could give me a WORKING answer for Win10 in the predecessor to this forum (answers.microsoft.com) 5 years ago. Lots of posts directing me to the aforementioned keys, but they don't work anymore.
Also no, I do not want to use the "high contrast fonts" theme, unless I can revamp and customize it the way I could in Windows 95 through 7.
