I cannot insert a cross reference

I am trying to insert a cross refernce in a document to an automatic figure number counter. I am trying to follow the instructions on the Microsoft cross reference page, but the insert cross reference dialog box does not give me the options that the instructions show and the insert tab is grayed out. How do I insert the cross reference?

    Inserting cross-references to captions should work assuming that you have defined the corresponding caption label on your system. (Caption labels are stored locally in the Normal template; they never travel with any document or template, unfortunately.)

    What you can do is enclose the number you want to reference in a bookmark and then insert a cross-reference to bookmark text.
