Using Classic Outlook on Windows for personal email, calendar, and contact management

First, are you using the Outlook desktop app or Outlook.com in a browser? What exact error message you're encountering when trying to send?
If you are using the Outlook desktop app, please check these:
- In Outlook, go to the Send/Receive tab. > Make sure Work Offline is not enabled.
- Check the status bar at the bottom of Outlook. > Does it say Disconnected, Working Offline, or show an error?
- Go to File > Account Settings > Account Settings. Select your email account and click Repair.
