Can't log in to partner program.

here is the email me welcoming me to the partner program User's image

I am logged into my BUSINESS account yet the log in says PERSONAL account

and I CAN NOT SIGN IN TO THE PARTNER PROGRAM using the sign in link below, despite signing up and obviously being welcomed to it. this is ridiculous. I am running a BUSINESS. no one has time for this crap. I need to add an MPN ID to verify publisher on my application, but I have to deal with this? come on. how do i get passed this issue and get my MPN ID so I can move on to other integrations with companies who don't screw up at every opportunity?
