getting error 0x80041023 when using active licensing key

Trying to upgrade from Windows 10 Home to Windows 10 Pro on reloaded laptop. We have 17 active Windows 10 Pro volumes licenses with hundreds and hundreds of unused seats. 3 different keys have led to similar errors to 0x80041023. Which key should I use? Support Assist and 1 support tech have not been helpful at all, either providing wrong information or giving me the run around.
