Hi! I would not delete CapabilityAccessManager itself, since it is part of Windows’ privacy permissions system for microphone, camera, location, and similar features. Because your .db-wal file is now around 500 MB and you already removed SmartByte, I would wait and monitor it for a few days instead of deleting it again right away.
If it starts growing rapidly again, the safer approach is not to delete only the .db-wal file during normal use, since doing that can affect Wi-Fi, screen capture, and microphone-related functions. A better approach is to perform a clean boot, then reset the entire C:\ProgramData\Microsoft\Windows\CapabilityAccessManager folder and restart.
