I just got a windows surface 7 and I'm trying to factory reset it but it says I need a bit locker recovery key but I don't have one. I tried troubleshooting and resetting but I can't reinstall windows. What do I do?

Hello, thank you for reaching out to Microsoft Q&A.

You can locate the BitLocker recovery key in your Microsoft account at the following link:

    https://account.microsoft.com/devices/recoverykey

If you are unable to locate the BitLocker recovery key, it is possible that the key is linked to a different Microsoft account of yours, or to a work or school account if you have added one on the device.

If you still cannot find the BitLocker recovery key and you need to reinstall Windows from scratch, you can perform a clean installation of Windows 11 using a USB bootable installation media drive.

You can use the Windows 11 Media Creation Tool (MCT) to create a bootable USB drive.

For reference, see: https://www.microsoft.com/en-us/windowsinsider/cleaninstall (Windows 11 Clean Installation Process – video link for your reference)

To boot your Surface from the bootable USB, see

Boot Surface from a USB device

Let me know if you still need more help.

BitLocker must be unlocked before a reset or reinstall can complete. Without the BitLocker recovery key, Windows cannot be reinstalled or factory reset on the Surface.

    Take these steps:

    1. Locate the BitLocker recovery key
      • The key is usually stored with the Microsoft account used on the device or managed by an organization.
      • Follow the guidance in Find my BitLocker recovery key: Find my BitLocker recovery key.
      • If BitLocker is managed by work/school (e.g., IT department, MBAM, or another management tool), contact the administrator to obtain the key.
    2. Unlock the drive and then reset/reinstall
      • Once the BitLocker recovery key is found and entered, Windows will unlock the drive.
      • After Windows is accessible, perform the reset:
        1. Select Start > Settings > Update & Security > Recovery.
        2. Under Reset this PC, select Get started.
        3. Choose Keep my files or Remove everything depending on whether personal files should be preserved.
        4. Choose Cloud download (recommended) or Local reinstall and follow the prompts.
    3. If Windows will not start or reset still fails
      • Use a Surface USB recovery drive to reinstall Windows:
      • Note that the recovery drive process reinstalls Windows, deletes all personal files, resets settings, and removes all apps installed.
    4. If the BitLocker recovery key cannot be found
      • If the key is not available in any of the documented locations and cannot be retrieved from an administrator, BitLocker encryption cannot be bypassed.
      • In that case, the only option is to format the drive and reinstall Windows, which permanently deletes all data on the encrypted drive.
