Unable to create databricks workspace

I am getting the error attached in the the image "quota exceeded" whenever I am trying to create a databricks workspace in my resource group even though I have deleted my previous databricks workspace, I suspect it is still consuming some quota but need help to identify and rectify this as soon as possible.

From the error details shared (“quota exceeded”), this may not be related to the visible subscription quota limits. In some cases, even when quota appears sufficient, the subscription may not currently be permitted to provision the required VM SKU due to underlying capacity or enablement constraints.

To confirm the exact cause, could you please try creating a VM in the same region using the same VM SKU that Databricks is attempting to use? This will help us determine whether the issue is related to Databricks specifically or a broader capacity or subscription-level restriction.

If you are unable to create the VM outside of Databricks as well, this would indicate that the subscription is currently unable to provision that VM SKU, likely due to regional capacity constraints or subscription enablement limitations. In such cases, increasing quota alone will not resolve the issue, and further action from the capacity team may be required.

Once we have this confirmation from your side, we will be able to guide you with the appropriate next steps.

I had created a premium sku databricks workspace earlier in central india but due to some issues now I had to replicate it to sweden central. So I deleted the previous workspace in central India and when I tried to create a new one I got this issue. I have tried creating in Central India again, east us and sweden central but in all deployments I am getting this error

To further validate the issue, could you please try creating a standard Azure Virtual Machine outside of Databricks using the same region (for example, Central India or Sweden Central)?

This will help confirm whether the issue is related to Databricks specifically or due to an underlying compute quota/SKU availability restriction in the subscription.

If VM creation also fails → it indicates a subscription-level quota or SKU restriction

If VM creation succeeds → we can further investigate Databricks-specific constraints

This step will help us identify the cause and guide the next steps.

From the validation, this issue is not related to quota limits alone. The error message shown indicates that the selected VM SKU (for example, Standard DS1 v2) is currently not available for your subscription in the Sweden Central region.

This means that although the SKU exists and quota may appear available, your subscription is currently not enabled to provision this VM SKU in that region. Azure Databricks relies on underlying VM infrastructure, so if the subscription cannot create that VM SKU directly, the Databricks workspace deployment will also fail.

And in this scenario, the resolution requires engaging the subscription/capacity team to enable the required VM SKUs for your subscription in the affected region.

Once the SKU is enabled for your subscription, the Databricks workspace deployment should proceed successfully.

In the meantime, you can also try deploying using a different VM SKU or deploying in another region where the SKU is currently available for your subscription.

But if this was the case why was I able to deploy a databricks workspace earlier in the same subscription in central india region with premium sku and not being able to do the same now. I think this is related to databricks and even though the databricks workspace is deleted its access and priveledges are still consuming the quota and that is why not allowing creation of new databricks workspace. Is there any way we can check this?
