    Is that computer behind a corporate firewall? Make sure the TCP port 1433 has not been recently blocked. If there is Wifi network created for guest users, try to get connected to Azure SQL using that network. Make sure there is no security software blocking that port on the computer or Windows Firewall is blocking that port.
