We want to install SSRS on a separate server to our SQL Clusters and not have SQL installed directly on the host server. Is there a way to get a license key specifically for SSRS?

To install SSRS on a separate server, you need to purchase a separate SQLServer license for that server. Then you use the product key from this license. This because SSRS is considered a SQLServer component.

Basically, it is the same product key as for SQL Server. If you install Reporting Services on a machine where you already have an instance of SQL Server, the machine is already licensed for Reporting Service. If you install Reporting Services on a separate machine, that machine also needs to be licensed.
Note that the product key is not a license. The license is just a piece of paper (or a PDF or similar).
