Can't remove folders

I'm having trouble deleting folders that have re-appeared while changing my password. When I right click there is no option to delete folder and when I try to move or add content this message appears:

"Cannot move items. You don't have permission to create an entry into this folder. Right click folder, click properties to check your permissions for the folder. See the folder owner or your administrator to change your permissions."

I have tried this but there is nothing in properties except the size of the folder and I have never set up anything mentioned above, any suggestions

    Hi Paul,

    Please right-click on that folder and click Properties. Post a screenshot of that dialog.

    Also, can you delete that folder by booting into Safe Mode? This article has the instructions to start Windows in Safe Mode → Windows startup settings | Microsoft Support
