No. Help & support has not been removed from the Microsoft 365 admin center.

For Microsoft 365 for business, support requests are still started from the admin center:

    1. Go to the admin center.
    2. Select Help & support at the bottom right of the page.
    3. Enter the issue in Support Assistant.
    4. If the suggested results don’t help, select Contact Support.

If Help & support is missing or access is blocked, one documented cause is that the signed-in account isn’t an admin. In that case, the admin center can show a message that there isn’t permission to access the page or perform the action.

For Intune-related admin experiences, all authenticated users can access Support Assistant, but creating and managing support tickets requires a Microsoft Entra role that includes the microsoft.office365.supportTickets action.
