The answer is to use a Windows 10 IoT Enterprise license.
Windows Server Core license
Background:
The server core image license (ADDITIONAL TERMS section) does not allow production use on Windows 10. Production is only allowed on Windows 10 IoT (with agreement of Windows IoT Commercial Agreement) or Windows Server 2019. Unfortunately, Windows 10 is my only choice.
Solution:
I want to purchase a Windows Server 2019 license, but deploy on Windows 10.
Does anyone have an idea where I would start to get this blessed?

As long as your device meet the system requirement for the Windows Server, you could install it on the device. We advise you to install the Windows Server only on servers and not a desktop or laptop unless you want to test it.
