I was trying to install Visual Studio 2015 
update 3, but I am getting this weird error.

Could you tell me how you downloaded the install.exe? DVD or EXE?
On April 26, 2021, Visual Studio 2015 and older web installer files were removed from the Microsoft Download Center. Please download and install the Visual Studio 2015 Update 3 ISO image at Downloads - Visual Studio Subscriptions Portal.
Besides, you can try the workaround shared by Valentin-8146(ServicedSetupPayloads\OfflineCache\installers\VSU_14.0.25420\en\0\vsupdate_KB3022398.exe /uninstall)
By the way, the VS2015 is a old version, I recommend you install a newer version for better work.

Your advice doesn't solved anything. Even downloaded iso image from Subscription Portal that contains wording "Update 3" doesn't contain the package of Update3 and tries to download it from Microsoft servers - of course it fails.
Microsoft what is your solution? We really need Update 3 package!

The Visual Studio 2015 with Update 3 fails on Windows 11 Pro. Please let us know if anyone resolved the issue yet.
