Windows 10 Upgrade Failures

Hello, running into a Windows 10 upgrade issue (via SCCM Software Update Point) on about 15 machines so far, and cannot make heads or tails of the error. The machines I have checked so far are pre-1903, and are attempting a 1909 upgrade.

From what I can tell, that error code is relating to perhaps a previous failure, where it thinks a full upgrade is already pending, but not sure how to fix that without a complete reset. (this is about 15 machines out of 150, so not good. Any help from Microsoft would be appreciated here. I am still investigating any commonalities, but wanted to get this question out there in case anyone had any ideas.

    Please install the 1909 upgrade update manually firstly by launching setup.exe from the C:\$WINDOWS.~BT directory, we could check if the update could be installed successfully on about 15 machines.

    Kindly navigate to C:\ $ WINDOWS ~BT \ Sources \ Panther \ CompatData [date-time] .xml, and check if there is any incompatable application which blocked the upgrade.

    Besides, from SCCM side, we could check Windowsupdate.log and UpdatesHandler.log for more detailed information.
