Client MAC Addresses with 01 Prefix on DHCP - SCCM OSD

We have a external vendor site where all the machines get build.
A Cisco router is acting as a DHCP and each VLAN has its own dedicated PXE enabled Win10 DP.

We have noticed that on the first request machine gets the IP and then sends another request to DHCP sends it MAC address appended with 01 - DHCP thinks it is a different machine and gives another IP which makes use of all the available IPs and Build fails on all the other machines because there are no IPs remaining.

Has anyone experienced this issue?

    So what does this have to do with ConfigMgr?
