When ever I log into exchange 2019 cu12 on prem ecp I always gets this error.

To anyone else that has seen this issue.
We have the Exact same Errors in the logs.
This started happening for us after some CU Updates and Updates to that CU. We are on Exchange 2016 CU23.
My Team had been experiencing this issue with Mac and Windows PCs. Chrome, Edge, Safari.
We all have a few PCs to choose from all with the same issue.
All of the PCs we use also have 1Password installed. The 1Password Browser Extension is somehow conflicting with the EAC site. I was able to disable the Extension for just the EAC site's URL and the Error no longer appears.

Scott, thanks for the tip. This same issue is apparently caused by Lastpass as well.
I have LastPass installed in Microsoft Edge and it causes this issue. How do you disable an extension for a specific URL? Maybe it can't be done for LastPass like you had done for 1Password.
I’m on a Mac with Safari and 1Pass, but here are a few good LastPass articles that may be able to help.

According to my research, I found a similar thread for you reference. But IE isn't supported anymore.
ECP error "Your request couldn't be completed. Please try again in a few minutes." (microsoft.com)
Could you try to open ECP with another browser? Such as Edge/chrome with in private mode to open ECP.

Old thread, but close to this same error (Found element 'msgId' from namespace ''.'. Please see InnerException for more details) just started happening to me after the last exchange update, while using edge browser Version 122.0.2365.80 (Official build) (64-bit) in-private logging in with my admin account. Using the Chrome browser Version 122.0.6261.129 (Official Build) (32-bit) works. Any thoughts?

I have the same issue after installing 2019 CU14 on Server 2019, using any browser. We are in a M365 Hybrid environment.
