You need to have global admin permissions on the tenant in order to remove it, and you need to have those permissions for that domain as well. If you are receiving a permissions error then you need to be granted permissions by the global admin of the tenant, or else have them do the removal. I do not have a way to see into your tenant and know who the global admin is. (See: Unable to remove domain)
If your account is a Member account for that directory, you can find the list of global admins under
https://portal.azure.com > Azure Active Directory > Roles and administrators > select Global administrator. If you are accessing the portal with a guest account though, you will not have access to this list and one option would be to perform an admin takeover.
Since I won't be able to access any of your tenant information through the forums, you may need to open a support case if the above options do not work.
