@jalvarezy We cannot completely understand your question as this is an English global support. It would be helpful, if you can translate your question in English.Or you can consider support in other languages from here: https://azure.microsoft.com/support/options/

Refer the FAQ here: For which languages does Microsoft provide support?
After translating your question, As I understand "You don't qualify for creating a free azure account"

    Please double check the following:

    • The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
    • The credit card information is correct.
    • You don't already have a Microsoft account that uses the same information.

    Reference:
    https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/troubleshoot-azure-sign-up

If all of the above information is correct, I suggest you contact the Microsoft Azure subscription team, It's a Free support and Billing and Subscription team would be the best to provide more insight and guidance on this scenario:
    https://azure.microsoft.com/en-us/overview/contact-azure-sales/#contact-sales

Additional information: The Azure free account is available to all new Azure customers who haven't previously had an Azure free account and received a USD200 credit.
