Cannot create Azure DevOps Project Wiki - "Pushes to this branch is not permitted. Please continue with 'Edit in Repos' and use a pull request to update this branch."

Question

I am new to Azure Devops and want to create the first project Wiki.

There is already a blank home page at <Org>/<Project>/Overview/Wiki
When trying to save the home page I get the following message: "Pushes to this branch is not permitted. Please continue with 'Edit in Repos' and use a pull request to update this branch. Click on 'Learn More' to find out how to edit in Repos."
As far as I can tell I meet all the prerequisites as per https://learn.microsoft.com/en-us/azure/devops/project/wiki/wiki-create-repo?view=azure-devops&tabs=browser
Will appreciate some guidance on what to check / how to resolve this.
