Older software to run on Server 2019

WE have a custom program using Server 2008. We need to move to Server 2019 however it will not allow multiple users. We get table is busy messages.

This was an extremely expensive program. It uses Borland BDE. Is there some way to loosen restrictions so that we can run this. It would be out of this world in terms of costs to rewrite this.
