I downloaded the Mini Calendar and Date Picker for Excel by Vertex42.
If I send an Excel worksheet to another person and I want them to insert From and To dates in one or multiple cells, does that user required to download the calendar as well?

It seems this is not system center essentials related, remove the tag and add office-excel-itpro tag

Yes, if you send the Workbook to other users, the users need to trust this add-in in Excel:
And this add-in is only available in:
Excel 2013 SP1+
Excel 2016+
Excel 2016 for Mac
Excel Online
