You basically have to export it from azure and reimport it into ASH

VM Image sharing to Azure Stack Hub
Hello,
I have created an image with packer in azure public cloud, i need the same image in Azure stack hub, how can i migrate it, or make ASH to view that image? They are using the same tenant.
Does ASH support packer?

After packer is completed, download the image to local and upload it to an storage account. Then in the Admin portal, you can add the image into Azure Stack Hub by Add and remove a custom VM image to Azure Stack Hub.
Images generated with Packer are supported, as long as they meet the requirements described within this article.
