What are the options for billing multi-tenant Export API apps?

Hi,
Suppose that we have a tenant that hosts a multi-tenant application. This application will be used in a different tenant through admin consent and it will perform Export API requests (model A).
I wonder what the options are for billing?
I saw on github that some kind of chargeback mechanism was mentioned https://github.com/microsoftgraph/microsoft-graph-docs/issues/16249.

The organization that owns the app registration is responsible for the payment, which for multitenant apps may be different from the organization that runs the app
and the answer of Prasad-MSFT was
For single tenant apps tenant will get billed. For multitenant app (ISV) the owner of the app will get the billed and they will have a charge back mechanism to the tenant.
What is this "charge back mechanism" that allows charging those tenants that directly use Export API?

    Hi,

    Charge back mechanism is that you invoice customers on the usage and access to the apps based on the monthly counters and that can be number of users as an example and charge it to the customers on the cost model you follow.
