Can't run gpresult. Access denied

On a Windows 2016 Server joined in domain.
I am trying to run Gpresult /r. Nothing is returned. Domain Account with local admin rights is used.
I am trying to run Gpresult /r from elevated command prompt. Nothing is returned.
I am trying to run Gpresult /h gp.html. I get Access is denied
I am trying to run Gpresult /r /scope:computer from elevated command prompt. I get Access denied.
Tried all combinations of gpresult. I get either nothing or Access Denied.
Running gpupdate /force takes more than 5 minutes to complete but finishes without issues.
Event Logs are clear

I suspect something is wrong with WMI service because I can't restart it (Fails to stop) but I can't say for sure.
Please help.
