Is the Azure Admin Consent Request Workflow Necessary in some situations?

I'm trying to connect to Sharepoint list items in Alteryx designer and can't seem to get my tech team to provide the proper permissions.

Alteryx support instructed us to look for and grant permissions to the appropriate app via the Azure User Consent Request section of the Azure portal, but that portion of the portal is not configured at my organization.

The strange thing is we can see the App with the correct name, and an App ID that matches the error code I receive in Alteryx Designer, but with a create date well before I joined the organization. We tried granting permissions to this "old" app but it did not resolve my connection issue.

Our tech team is reluctant to configure the Admin Consent Request workflow per Alteryx instructions as they claim it isn't necessary - we should be able to just look up the app via the name and ID and grant permissions that way, and that Alteryx must be creating the app incorrectly...

Is it possible that consent for some Apps can Only be granted through the Admin Consent Request section? Or any other Ideas of what might be occurring?
