MS Teams Group Assignment

Good day. I wanted to assign group work into my class. I ran into MS Teams tutorial how to do so but in Assign To options there is no Assign to specific students or create a group. What can I do? Thanks for your help.

If you cannot perform any of the actions please ensure that you have been assigned Teacher policy package by your O365 Administrator.

Thank you. The guide you gave is so correct. But the thing is, I just need to update my Teams so the Assign To Groups will appear.
