Packages publish button is disable in partner center

Hi,
I have uploaded a Desktop application on microsoft partner center and I got feedback with 4 policy violations. I have resolved them however after making changes then packages tab is still showing as in-complete and Publish button is still disable and I cannot submited or publish the update. Please let me know which step I am missing? Here are some screenshots as well.

Thank your for response :). I am clicking on submission 1 however nothing is happening. I had just edited the fixes and after saving it automatically generated submission 2.

I have resolved the issue. The updated changes were not able to saved however eventually it has been saved and submitted successfully.
