I heard back from the product team and normally this issue occurs if the default sync rule has been modified not to sync the deviceOSType. Please check your sync rules and verify that the sure deviceOSType is properly configured (or not modified). https://learn.microsoft.com/en-us/azure/active-directory/hybrid/how-to-connect-sync-change-the-configuration
