Turn off Metered connection, once setup completes, turn back on if needed.

1. Go to the Start menu > Network & Internet > Status
2. Should list the network adapter(s) that you are connected to, Ethernet and/or Wi-Fi. Click the Properties button
3. Toggle Set as metered connection off
