File name in Japanese URL-encoded after downloading it from Azure storage account

Hi team,

I think this is a some kind of basic problem, but I hope somebody helps me kindly.

I am using Azure storage account to store some excel files.

Although files with Japanese name are displayed correctly on Azure portal environment,
the downloaded files comes with its name URL-encoded.

Would anyone tell me why this happens and the way to avoid this ?

I am using windows 10 enterprise edition in Japanese setting.
The browser is google chrome version: 108.0.5359.125(Official Build) (64 bit).
I found the same problem while using Microsoft edge.

I appreciate your help.

    @Itaba, Masashi Can you please confirm if you are using any characters that are not allowed for naming as mentioned in this document here- [https://learn.microsoft.com/en-us/rest/api/storageservices/Naming-and-Referencing-Shares--Directories--Files--and-Metadata#directory-and-file-names
