Language adding in Windows 11 automatically

Hi everyone.
I have Windows 11 and using 2 languages - English and Ukrainian. From some point I found that Russian language appeared in list.

But when I opens keyboard settings, there are only 2 languages that I am using

I can delete Russian by adding it here and deleting. But after some time it appears again.

I never had installed Russian on this PC and never installed any software that using Russian. I want to find, what is adding it in Windows automatically and delete it totally. Anyone knows how to find the root of this issue?

This usually occurs if you've used Russian language based Windows 11 ISO file or installation media. Adding and removing the undesired language is only way I know about this problem. To fix it permanently, try installing Windows 11 with media of language you want.
