Based on the error message, I would recommend to check the followings:
1 Please check the Intune user account has been assigned the Intune license correctly. Please click the following link for more info about how to assign Intune license.
2 Please contact the Intune admin, and check if there is enrollment restriction policy, which may block the Intune enrollment. Please click the following link for more info about enrollment restriction policy.
3 Please also check the Conditional Access policy, which may block the enrollment if the policy was configured as that.
