Connect two windows 10 computers using WiFi Direct and Remote Desktop Protocol (RDP)

I have an Intel NUC11 that I want to run headless (without a display, mouse, keyboard). The actual interface to the NUC currently uses TeamViewer with a small router that sets up a local network with a Microsoft Surface Tablet located a few feet away from the NUC. This approach works just fine except for the need for the router. We prefer to use Microsoft WiFiDirect and RDP in order to remove the router requirement. The NUC and its interface are used in a field mobile setting so there is no internet option.

I have added all the latest drivers to the NUC. The WiFi Direct is present on both the PC computers as seen with the Device Manager (Network Adapters -- WiFi-Direct Virtual Adapter). Both PCs are using Windows 10 Pro. I have turned off the Windows Defender on both PCs. I can use the Wireless Hotspot option but that is only allowed if we have internet access. I should be able to go to "Bluetooth and other Devices" / "Add a Device" / "Everything Else" -- and see the other computer; e.g., DESKTOP-SM515GL as is shown on the hotspot dialog. However, the WiFi Direct wireless connection never shows up. I cant seem to find anything that tells Windows10 to "turn on the WiFi Direct".

Also, the NUC I am accessing has a blank password. I have used regedit to enable accessing the NUC without a pasword.

What am I missing?
