VS Code and Python error: PermissionError: [WinError 5] Access is denied: 'C:\\users\\User\\AppData\\Local\\Application Data'

Hello,

I tried running VS Code as administrator but still get this error:

PermissionError: [WinError 5] Access is denied: 'C:\users\User\AppData\Local\Application Data'

but when I did a 'whoami' it shows <computername><user> - not administrator.

How do I get around this?
