How to fix the issue of break bulk when items stack in dynamics 365

Question

We have 3 units of measure, each, inner and outer. We put away as Outer but sometimes sell in eaches. when we do this 2 things happen:

1. the breakbulk takes an outer and puts back as eaches so an each can be picked, however it soft allocates the whole outer until this pick is completed so no other pick with this item can be produced.
2. When it puts away the eaches, it doesnt understand that they stack inside one another so it errors that the bin is over capacity...

Any suggestions?
