I want to use local keyboard on Windows 11 PC with iOS Remote Desktop client

I use Remote Desktop to control with an iPad a headless Windows 11 PC for playing music. However, any keyboards or mice plugged into the PC don’t work with my remote session. If I plug a monitor into my PC and log in locally, then the local keyboard and mouse work. How do I get my local keyboard and other devices to work in a remote session via the iPad RD client?
