How to upload a mobile LOB application in Intune?

I would like to programmatically register my mobile application with Intune.

I have tried the following:

  1. create a LOB application
  2. creation of application content tied to that LOB application
  3. creation of files tied to that application content
  4. uploading the application encrypted to a SAS URL that can be retrieved from the application content file
  5. commit the application content file

I have done these the UpdateState of the application content file is commitFileFailed. I expected that the UpdateState would be commitFileSuccess.

I think the problem is probably with file encryption or file upload, but I am having trouble finding any documentation or other reference.
