How to solve on migrating the Sharepoint update

I have a question on Sharepoint. We had the migration of Sharepoint server from 2003 to 2019. So my question there is lot of forms being used in the Sharepoint application. Did we need to migrate the forms or rewrite it. Else can we use the same forms of the previous developed forms which is being used right now.

Is it an upgrade from SharePoint 2013 to SharePoint 2019?

Form refers to InfoPath form?
