Sharepoint 2013 complete farm installation stuck at step 3 of production configuration wizard

I have installed Sharepoint Foundation 2013 on windows 2022 server with SQL server 2019.

I ran the configuration wizard as admin and with a service account, creating a new DB and am stuck at

"Performing configurationtask 3 of 10"

Reboot server

Run SharePoint 2013 Products Configuration Wizard as Administrator

Check the log files under "C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\15\LOGS"

"Not running in high contrast, so we will paint the background with our trademarked image" is still traced but the configuration should complete (within 20-30 minutes).

Windows Server 2012: Deactivating UAC

Deactivating UAC in Windows 2008 R2 was possible via running msconfig (for example winkey+r -> msconfig), going to the Tools tab and launching "Change UAC settings".

There, you select "Never notify" to disable UAC.

The same approach is still available in Windows Server 2012, though UAC is still active after you selected "Never notify".

You have the option to turn off UAC via registry by changing the DWORD "EnableLUA" from 1 to 0 in "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system".

You will get a notification that a reboot is required. After the reboot, UAC is disabled.

Windows Server 2016 or higher is not supported.

One of the following server operating systems:

Windows Server 2008 R2 Service Pack 1 (SP1) Standard, Enterprise, or Datacenter

Windows Server 2012 Standard or Datacenter

Windows Server 2012 R2 Standard or Datacenter

Please ensure that the hardware and software requirements for SharePoint 2013 are met, and then configure the installation again :
