You can't not have higher authority than administrator unless you are assigned as a Teams administrator. Administrator's role is to set up all org-wide settings like federation, teams upgrade, and teams client settings, meeting policies, configurations, and so on. Teams Administrator roles
If you want to just manage a team in Teams, actually you do not need to have administrator role. You can be just a owner of the team. If you create a private team, only users who are approved by the team owner can join the team. As a owner, you manage team members and configure their permissions, so the owner of the team can manage whether to give permission to create channel, private channel to its members of the team or not. There are three types of channel provided to create in a team
- Standard channel: open to all team members. all members can see posts and edit documents shared in the channel. Standard channel can't manage members of the channel since it is shared all your team members
- Private channel: open to selected team members. channel creator is the owner of the channel and only owner can invite channel members, so in your case you can create a private channel, invite two managers and assign them as a channel owner
- Shared channels: selected people both inside and outside the team, other team, and outside your organization members configured using Azure AD B2B direct connect. Only team owner(s) allowed to create Shared channel. If you want to invite members other than your team member, you can create shared channel. Shared channel can also have it's own members and assign certain member(s) as a owner.
