My web site is built by Word from a docx document. Word creates bad HTML. When a browser renders the HTML, there are question marks in various places. For example, a line that begins with several space characters is rendered as if I coded one question mark for each space character. You can see the mess on my web site. Navigate to www.mdrsesco.biz. Those question marks do not appear in the original docx file. Is this a bug or a feature?

Word is not designed as a website builder, even though it can export HTML.
If you want consistent formatting, try PDF.
You can access my web site by NOT prefixing the URL with https. Use http instead. A major corporation ships Word to end users who expect rendering of HTML (derived from a few paragraphs, font changes, and photographs) not to contain extraneous characters. At present the rendering is littered with question marks.

change your web options to unicode (utf-8). (save as, tools in the lower right, encoding tab)
Word is and always has been a poor web-page creation tool. Sorry. See Matt's answer.

There are a lot of "converters" on the internet.
Just copy and paste your document into them and save to HTML.
