
Based on your screenshots it sounds like you are receiving the error because the user "from identity provider 'live.com' does not exist in tenant 'Microsoft_Azure_Billing
" and the "user account is not a member of the tenant
."I'm not sure which method you used to sign up for the Azure Free account, but since the error indicates that your user doesn't belong to the Azure AD Tenant, I'd recommend trying again to leverage our Azure Sign Up page to see if you qualify for an Azure free account or Pay-as-you-go.
When you go through the sign-up page, an Azure AD tenant should be created for you. I would also recommend using a different browser to start this process.
