Deleted files are not going to recycle bin

An end user deleted a file and then realized it was still needed. Going to the recycle bin to recover the file he noticed that the PDF file wasn't there. Not only that he noticed that the recycle bin was not collecting any of his deleted documents.

I checked the recycle bin settings and they are as they should be. I see no hard drive corruption or log errors.

    Right click on Recycle Bin and go to Properties and Make sure it set to a custom size and not "Don't move files to the Recycle Bin. Remove files immediately when deleted " .
