As i gather, your subscription is disabled due to security reasons so you can not access it anymore to cancel it.
The only way out of this is through Microsoft support, step by step.
- Gather the credentials for subscription/tenent owner to prove that you are infact the owner of this subscription
- Raise a ticket with the support with problem "Unable to access my subscription" > "issue accessing subscription"
- The details of this ticket should have the statement from support.
- The motive of this ticket is to get help in understanding the security issue, such that it can be argued about making it easier for the support to build a case to activate the subscription.
- When they have activated the subscription, pay up the balance and cancel.
It may seem like simple steps but the key is to not close the ticket without a "root cause analysis" that explains the reason for the disabled subscription as this is how you can lay your claim.
