How can I prevent the deletion of any addition in the Edge browser
I can also do this in Firefox by edit Group Policy
I cannot deactivate or delete the add-on

Secondly, how can I deactivate the picture in picture feature in the Edge browser
Also disabled it in Firefox browser

How can I prevent the deletion of any addition in the Edge browser

If you want to keep your extensions in Microsoft Edge, you can install them via group policy. This will prevent users from manually removing or disabling the extension in Microsoft Edge. Just refer this policy:

Group Policy (ADMX) info

• GP unique name: ExtensionInstallForcelist
• GP name: Control which extensions are installed silently
• GP path (Mandatory): Administrative Templates/Microsoft Edge/Extensions

I did some simple searching on this issue and there doesn't seem to be a matching group policy to manage this option. But you can turn it off via your browser settings:

Just navigate to edge://settings/content/PictureInPicture and you will see the related option.
