From Language and Region, go to Administrative Language settings, click Copy settings from the administrative tab, select to copy your welcome screen and system settings and new user account (optional) That will restart your PC and fix the issue
How to change boot language in Windows 11?

I wanna have the system in English. But when I reboot my device due to an update, I'm getting a message in russian, all of a sudden. The message is: "Не вьіключайте компьютер", but there should be "Do not shut down a computer", i suppose. Please, help me to change it.
P. S. I don't want to re-install the system, cause I don't wanna lose all the data I still need.

2023-08-01T00:20:24.2133333+00:00 I shall suggest you to boot into Windows. Once done then try to change the language and remove the unwanted:
Press the Windows key + I to open the Settings app.
In the Settings app, click on "Time & language."
In the left sidebar, click on "Language."
Under the "Preferred languages" section, you should see "Russian" listed as one of the languages. Click on it.
Click on the "Remove" button to remove Russian from the list of preferred languages. You may need to confirm the removal.
Now, click on the "Add a language" button under the "Preferred languages" section.
In the search box, type "English" and select "English" from the list of languages that appear.
After selecting "English," click on the "Next" button.
Select the English language variant you prefer (e.g., English (United States) or English (United Kingdom)) and click on the "Install" button.
Once the English language is installed, move it to the top of the list of preferred languages by dragging it to the top.
Log out of your Windows account, and then log back in for the changes to take effect.
