OneNote email sharing being refused by recipient (Microsoft 365 for Business email)

I have Microsoft 365 for business. I am trying to share a OneNote file with a user currently under the 365 plan (has a profile and email address). The email keeps bouncing back to me (recipients email provider rejected it), however, I can email that same user with no problems with outlook.
